I’ve been using Bluehost for 3 years, and love them. They’re technically $6.95 a month, but you have to pay for a full 2 years upfront to get that price. You get a ton of stuff to play with, though, and they register your domain for free. It’s very painless setup and they’ve got awesome tech support.
The hosting site has nothing to do with the domain name (although the hosting company might also be an authorized agent for ICANN). You have to lease the domain name annually, which is a completely separate thing from what you pay for the web hosting.
